EP Vote on Biofuels: Parliament remains aloof to maintaining jobs and
investments in Europe
Brussels, 11 September 2013 - Today, the European Parliament’s plenary session voted in favour of
the inclusion of indirect land use change factors into emissions accounting and for limiting the
production of sustainable biofuels in Europe.
For FEDIOL, this decision puts the sustainability-compliant European industry at risk. The European
Parliament has ignored calls of caution from scientists trying, through models, to capture the highly
complex issue of indirect land use change (iLUC). In their current state, iLUC models produce volatile
and unreliable results and thus should not be used as a basis for legislation. Use of current unreliable
emission estimates is unacceptable for the purposes of reporting and accounting. This would
disqualify vegetable oil based biofuels from the regulation, would discredit European productivity and
industrial competitiveness, and jeopardize the greening of EU transport.
The European Parliament failed to sufficiently protect jobs and investment from the negative impacts
of revision of the regulation. Alain Brinon, President of FEDIOL, commented on the outcome of the
vote: “A cap of 6% on conventional biofuels’ consumption would not help to protect current
investments. In several EU Member States, the share of biofuels has already exceeded this level and
setting a cap would ultimately imply a downscaling of current biofuels related capacities, including in
the oilseed crushing industry.”
Towards a post-2020 framework, the Parliament has given a positive signal to advanced biofuels
producers. For policy coherence, recycled used cooking oils and animal fats, since they are classified
as advanced biofuels, should be treated like other types of waste and residue and considered for
fulfilling the advanced biofuels target.
FEDIOL calls upon the European Institutions to be attentive to the calls of scientists and not base
legislation on shaky grounds. It remains equally imperative for the policy-makers to ensure that green
jobs and investments provided by sustainability-compliant industry are not put at jeopardy.
