The ENVI vote on iLUC compromised European Biofuels Industry’s future on the basis of unreliable evidence
The European Parliament Environment Committee’s vote on iLUC is a missed opportunity to address land-use change concerns and safeguard the sustainable operations of European Industry.
Voting today on the European Commission’s proposal to amend the Renewable Energy and Fuel Quality Directives in order to address the land-use change concerns of biofuels, the Environment Committee has taken a radical step in limiting and phasing out conventional biofuels, threatening the operations of FEDIOL members.
The iLUC science remains unreliable and it is not expected that scientists will reach an agreement on the validity of a particular model in the short term. Given this background, reporting will be based on defective and highly uncertain iLUC factors. This will discredit a sustainability compliant industry, erode confidence in the production of sustainable raw materials and put operational investments at risk.
FEDIOL acknowledges that the ENVI Committee Rapporteur, Corinne Lepage, has made some improvements with the compromise amendments, but fundamental problems remain which will have serious impact on the industry. Limiting the amount of first generation biofuels to 5.5% will idle the investments made by our industry and will be a blow to the entire EU biofuels chain.
Today, EU-produced biofuels already meet the highest environmental criteria and disseminate sustainable practices across the globe. FEDIOL is concerned about the disproportionate approach that penalises the biofuels chain on the basis of inconclusive science and poorly justified arguments. FEDIOL believes that conventional biofuels will have a role to play beyond 2020, until advanced biofuels are available commercially and in a sufficient scale. Considering the projections for biofuels production, the arable land in question could continue to produce fuel and feed material for food production in a complementary manner.
FEDIOL is conscious and acknowledges that sustainability and land-use related problems exist outside the European Union. FEDIOL regrets that the lead Committee has missed an opportunity to incorporate ILUC prevention and mitigation practices into the legislation, as suggested by the Agriculture and Industry Committees. Despite calls from reputable academics, various Members of the European Parliament as well as the industry, the ENVI Committee decided to ignore prevention and mitigation approaches which would have addressed the root causes of the problem.
The European Parliament in this vote has eroded confidence of business operators by using non-robust scientific work as a basis for policy.
